Veto Power over Ukraine and NATO: Perhaps most provocative is the demand that Ukraine commit in its constitution to never join NATO. Additionally, the plan would require NATO to pledge non-enlargement to the east, giving Russia a veto over Ukraine’s security future—a direct threat to Western security commitments.
Territorial Concessions: Ukraine would be asked to surrender significant territories, including heavily fortified areas in Donetsk, reminiscent of the 1938 Munich Agreement that forced Czechoslovakia to give up its border defenses, paving the way for further German advances.
