I would say that any newer person needs to really focus upon commenting as a rule. It is the key to gaining a following.

Not sure why some many miss something so vital to Hive success.

True and it is really hard on Hive to encourage engagement because the users don't vote the commentors on their post because of the dust threshold so there is really no incentive for them.

That is true. Although the payouts on LEO and STEM can take place on comments. There are probably a few more tribes that it applies too.

So that could be the key, getting the tribes to provide the incentive for comments. Thus while the Hive level isnt getting the engagement, the tribes are, which ends up on Hive anyway.

It might be also a good thing for Hive if there are strong communities that focus on the community and not on the Hive token.

Commenting authors are also motivated to have their comment voted. It's a great cycle.

That is so true, and that is a key on any social platform, to socialize, or to have the funds, but then it is not the interaction you want to have.
