The Matrix-8 Solution is not the meritocracy of POW or the oligarchy of POS. But, it can still include either of both of those in some power-sharing construct. It's unique innovation is that it can also be solely a Direct Democracy. It is up to you how you wish to structure Governance. And as I see it, optimally it will eventually leave that decision up to the individual Participants themselves.
