I will admit I have targeted different accounts in the past because I have hopes I will get a big upvote from them. I think we all have at some point. I can't think of any account I have stopped interacting with though. My list of regular people I comment on is getting larger and larger every day!

Perhaps, but I don't know. In the early days I didn't know about or there weren't most of the tools available today. I used to interact with whoever, not caring. I still do that a fair bit today as for example, reputation means very little to me. Comments I find valuable in some way get votes :)

Well reputation has always been skewed thanks to the bid bots. They really should have started every over from 25 when they moved to Hive, but unfortunately they didn't.
