The Ukraine is known for this. I think at times we automatically assume everything is based in Russia and forget about the war in the east of the country.

My girlfriend lives in Odessa and we have talked about this. According to her, this hacker stuff is so far underground the general Ukrainian population is virtually unaware of the problem at all. Plus, living in Odessa, she is uneffected by the war - life goes on as normal there.
