I like it. But I am not gonna judge if I will be upvoting someone just based on their KE score. I will also try to check if that person is writing and commenting often and with effort and is trying to add value that way.

Yes. KE doesn't tell why a person powered down his stake. But even if a person was in a financial emergency he still can add value by investing his time and effort.
