DHF accepts proposals from individuals and communities on Hive and allows the entire users on Hive to vote or choose which ones should receive HBD funds that would be used to develop the project. DHF is a kind of fund-raising framework on Hive. So the projects or teams whose projects get enough number of votes from individual Hive users receives the funding.

Hive as a blockchain really lacks proper publicity and it affects the very slow user growth and retention rates recorded. The Leo team has been at the forefront of pushing for recruitment of new users and selling Hive to the outside world. The Leo team has organized the largest marketing effort yet on Hive called the adoption campaign.
The Adoption campaign really achieved huge results in terms of publicity on social media especially Twitter. The result still speaks today as the Leofinance community maintains the largest monthly active users count of any community on Hive - 1300.
Additionally, Leofinance have revolutionized microblogging on the Hive blockchain by introducing Threads. This powerful content publishing tool brought a direct competition with platforms like Twitter, allowing Hive to tap into the huge short content market. Today, Threads have become the easiest onboarding tool to get people to join Hive, allowing them to experience the ease and similar experience they usually have on other Microblogging platforms.
With the massive work already done by the Leo team in building web apps, and marketing, I really consider the Leo team as a winning team. The Leo team is delivered results with all the self-funded projects they embarked on already. A team with a track record of delivering results should will the confidence of our votes.
This proposal is seeking approximately 495 HBD daily for various marketing campaigns and strategies as explained in the proposal. The aim is to onboard 10,000 new users to Hive. Below is a breakdown of the yearly returns on new users.

I strongly believe that this proposal will get more than enough votes to be approved for funding. It would be a massively positive thing not just for onboarding new users to hive, but for the $leo ecosystem. The potential for growth would be massive.
