It's hard but I guess it's because of the money? It protects the people who can get goods in and I suggest just getting the phone from a store and let them deal with the customs issue.

The problem is that a product bought on Aliexpress usually costs half the amount purchased in Brazil xD even when you have to pay fees it's still worth it
