Monero and all cryptos are dependent on the internet to be transmitted. Folks that want to use them when the powers that shouldn't be want them to use CBDCs instead, won't be allowed to transmit them on their network. Folks will have to have their own, secure network to be able to use it. Qortal and Reticulum may enable Monero and similar to be transmitted without being censored. Maybe Musk will let it be transmitted via Starlink. However, I do not trust Musk and wouldn't make my life's savings dependent on his good graces. He makes most of his money from military and government contracts. However, Monero works right now, so using it right now will insulate people from intrusive surveillance.
I have no confidence such a network will be available immediately after CBDCs are mandated, so I focus on goodwill, which limits me to transacting with good people that are capable of goodwill. As long as people can meet and speak locally, goodwill cannot be censored. It inherently cannot be taxed, stolen, or inflated, so the only drawback is that you can only transact with good people using it. I'm not convinced that's a drawback, TBQH.

Networks are easy peasy. Wired networks of any size are expensive. Cable costs money, but it costs more money to run it properly. A problem with private networks is they're geographically focused. However, Google recently came out with a 'find my Android device' product based on BLE (Bluetooth low energy) that greatly extends the reach of bluetooth for brief pulses, and creates a mesh network of BLE devices. Piggybacking on BLE is something that crypto users could do just as much as Google. For urban environments, this could create a network that would be all but impossible to censor, enabling crypto to be useful. Other protocols, like LoRa, Zigbee, and a range of other protocols such as DRSC proposed for the IoT, are similarly potential for pirate piggybacking.
Wireless communications are inherently less secure than wired, for obvious reasons. An underlying problem is the factory backdooring of commercial chipsets, which renders cryptography useless against state actors with access to hardware backdoors, a problem that is only soluble with OSH (open source hardware), but that is also imminent, IMHO.
Mesh networks will be necessary, as will OSH, for free speech going forward. Areas beyond the reach of short range protocols will require bespoke solutions, but there are an almost infinite variety of ways to solve these problems.

I'm still getting acquainted with all this myself, but it seems the tech to create mesh networks for the people are quite abundant.

I would recommend you undertake anything with the people that matter most to you, and to whom you matter most, wherever they may be. The grass is always greener somewhere else, but unless our social networks are stronger and more capable of goodwill there than where we are, even potential paradise becomes a dystopian hellhole.
I have discovered this myself, due to my asociality and being perfectly comfortable in my own good company, because all the goods and services I can provide are barely able to sustain my life and require my constant effort to undertake, while the goods and services I much prefer are of infinite variety and substance made by others, which costs me only the time and effort to acquire. Only after I might have long increased my possession of automated means of production to the point where my robotic minions can replace all those goods and services in house - far beyond such feeble beginnings I have actually undertaken - could I consider any geographical place first on it's merits, rather than that of it's peopling.
And then, since I will have acquired considerable productive tooling and ability to site and manage it all where I have undertaken it, moving to any place from where I am will be a Promethean labor. At my advanced age moving my senescing corpus from the bed to the toilet is a daunting enough task. You are young yet, in the fullness of your vigor. If your social networks are inadequate to your liking, and those elsewhere potentially more appealing, your subjective valuation first of that matters most and is what you should consider regarding your location. Second would be the polity of such place, because even strong societies can be wrecked by vile polities. Then the geographical, economic, and other physical attributes of a place become relevant.

At this current point in life I am walking a lonesome road. In my fervour amidst the convid scam, trying to wake my close ones who slowly alienated me, I became the one who ultimately alienated everybody. All the friends I had from my many walks of life (before all this i was a travelling magician, performing my one man shows and living a nice nomadic life) are all steeped in wilful ignorance. Most shocking of all are the freedom fighters I met in these four years have all shown me they are not ready to do the true work for mankind's sake: forming communities.
So i'm ready to go at anytime. Yet i am cautious where I'd like to go. I have places I can go as i have ingratiated myself into different communities during my decade as a volunteer on farms and other co-op projects in England. But to my mind they have all sided with the Agenda at hand.
As a youngster i know where i stand. I wish to be of use, but every project undertaken in bringing people together, whether through backyard garden projects, or trying to get like minded people to build a resilient network and support group, all failed.
When no one is making what you want, the solution is to make it yourself. I never found a commune or intentional community that reflected sanity to my understanding, so I made my own. Beware, however, what I discovered when I did, that liars can only betray you when they get inside your defenses. This is why today I eschew currency wealth, and seek instead wealth of goodwill, that cannot be stolen, rust or rot, taxed, inflated, or defrauded. Deal only with people that demonstrate they value goodwill by returning good done them. When you find you have done good for someone that isn't capable of goodwill, be glad in your heart you have given a gift to humanity and move on. Do small good deeds, and you'll find, as I did, that big good will comes from the community that benefits from your good deeds indirectly.
Along the way, doing good deeds will never start you awake at night cringing at what you've done, as it is indeed the opposite that does. Now I am old, and my regrets that disturb my sleep recede ever further into my past, while the comfort I take from having done good for good people lets me sleep peacefully.
