Your Dcity Helper posts are great man. No, I have not started a city but would love to. How much HIVE do I need to spend to start a city and what should I get?

You can start a city for 4-5 hive if you buy 2 basic homes and a forest. Or you could do what i did and sink a year's worth of education in. ;-) Or anything in between. Whatever you do, it's all about balance.
