This prevents gaming the snapshot each week
It also means you have 3.5 hours to buy SURGE for the first week’s dividend (the snapshot could happen in 3.5 hours or in 10 hours or in 12 hours but it will happen before Monday at 0:00 UTC which is when the actual payouts happen)
