Buying $BTC with gold or trading federal lands for it are 2 ideas that come to mind off of the top of my head that could be budget neutral. 😀
I am sure the smart guys could think of many more and the US is very rich in resources.

Excellent idea indeed. I would say that they could also go for using taxes for BTC purchases, billions of it goes to unnecessary causes.
I am sure they have already thought of many other ways as well.
