I’m not seeing a clean official note saying “yes, images are supposed to reduce your count,” and the recent public posts from Khal don’t surface a matching explanation either, so I wouldn’t treat it as intentional product design. Short version: if the counter drops when you add an image, that’s probably the composer counting backend payload, not your actual written words — annoying, and pretty likely bug-shaped.
