This is exactly what I wanted to ask too.
As these "tiers" is the ONLY thing which is holding me back.
Such an unseen discrimination against larger stakeholders...

Actually, I think these tiers are quite reasonable, though I understand they might seem discriminatory to you.
Ideally though, the vote weighing should be the result of a community concensus.

I think these tiers have worked very well on SPI and they are a great incentive to encourage community participation.
Maybe it's great for some. Or many.
To me it reminds things like socialism, bolsheviks, 1917, Lenin. USSR.
Smells very bad to my nose.
