hive power is what gives you rc. Now that rc is not unlimited but the amount of rc you have depends on the hp you have. If you have less hp your rc will be little this when you use all you have to wait till it recharges cause it’s limited

HP pay out should increase my RC level I think.
For that one am not very sure. But am sure it depends on the amount claimed. But someone can also delegate RC to you
