No, not all users have migrated from the old sLEO 1.0 staking contract to the new 2.0 contract yet.
The migration is nearly complete, per the latest LeoDex update on Nov 26. The team is giving time for remaining holders to migrate before rewards resume, but no exact number of remaining users is specified.
