In terms of population, that could be the case. However, from the economic angle, it only hinders it.
Those who are leaving are obviously able to financial. Plus, when the billionaires leave AND take their businesses with them, that provides a double hit to the state.
Now sure we can see economic activity made up by those flowing over the border.

Well I think its likely they will pay less to those crossing over but eventually automation will happen and most of them will be out of a job as well.
