Instead of taking a rake, which makes it an online casino, you could use a staked token for access, like XBOT and maybe escape some legal scrutiny

Taking rake does not make it a casino. Access is a good ideas. Being on a blockchain is not of legalese... Some kind of precautionary measures may be put in place.
