Being a problem solver will serve you well in the event of long term supply shortages as the world deals with interruptions in the supply chain and everyone trying to stock up on supplies. As a prepper, a survivalist, and a problem solver I have some ideas for you and your family in the event you run out of toilet paper. Many ideas in this post apply to paper towel needs for cleaning as well.
You have resources you can use within your own home! If you have access to nature, you have resources there too. So let's get to it. Here is what you can do:
Indoor Resources:
(Wash after use just like you would cloth diapers)
Old washcloths
Dust Rags
Cut up old clothing
Cut up old sheets and blankets
Cut up old towels (bath towels, hand towels, and kitchen towels)
Cut up curtains
Doll clothes if you have kids
Fabric from craft projects
Cloth napkins and placemats
Wash yourself in the shower/tub
(Use and toss)
Book pages
Magazine pages
Rip Up Newspapers (save your weekly fliers and any newspapers you receive)
Napkins
Plastic bags (save your bread bags, shopping bags, etc)
Cut up paper bags
Cut Up paper Gift Bags you may have saved
Cut up Copies of the bills you've paid. Your Statements.
Outdoor Resources:
(Use and Toss)
Moss
Large non-toxic leaves
A handfull of grass
Last Resort: Use your hand and wash very very well.
JOKE: Use cats. They are self-cleaning.

What other ideas do you have?
Another tip I have is have the ladies use a washcloth or a rag for urinating and save the toilet paper for pooping. This will make your supply last longer. This is what I do when I'm out in the woods. I have a little baggie I keep it in so I can just rinse and hang it to dry.
As you can see, there is no need to be overly worried and certainly no reason to fight with people at the store. No reason to raid your neighbors. Just be creative and solve problems as they arise. Just think to yourself, "What do I have available to me and how can I use it to meet my needs". This is the mindset of a survivor.
