I'm not getting it. How would it negate others from having their own black list as they do now? Seems that it would take no more time to add someone to your own mute list as it would take to opt in or out of another persons blacklist. What's the difference?

It doesn't "do anything" (scarlet letter/black mark) to the "bad" person, unless you VOLUNTARILY join
