Use dPoll or something for your community votes. What you are doing is no different than the old @hivewatchers giving themselves dozens of self-voted comments a day before they got proposal funding.

Steemcleaners never spammed their own or any posts with dozens of meaningless comments.
The votes that they received were on the posts that contained abuse reports or on the comment that was published under abusive posts.
Spam is spam.
Just because you disguise it as "fighting abuse" is just you being disingenuous.
They comment farmed more than the abuse they supposedly fought back in the days.
