Ah generalisations :) Plenty of good music and art on Hive and some creative writing too. Depends on what floats your boat. There is also loads of low value dross recycled from elsewhere. Just vote up the stuff you like to encourage it. Things like voting circles are inevitable and hard to prevent. Report any plagiarism and HW may take care of it. I think the downvote issues are exaggerated. Those who get hit will kick their toys out of the pram, but some of them stick around anyway.

Having spent, as you know, an intensive six months with the likes of HW, I have concluded far too much time and effort is spent worrying about the money and the possibility someone somewhere is being rewarded too much or unfairly. Nowhere near enough effort is being put into spreading the rewards and giving folk a leg up. I know you do a heck of a lot, but there are a lot of accounts that could use their hoard of HP to help others more rather than using that power to nuke accounts.
I'm convinced you would prefer to be known as "Steve the benevolent" rather than "Steve the destroyer" sadly, some folk think it cool to be the destroyer. #LeSigh
You seem to be ignoring all the people who do good stuff, but then you may not see much of it. As I keep banging on about, downvotes cost more than upvotes, so there can be less of them. I have my own 'leg up' project going, but there are others. Okay, so I do downvotes too, but that is because I care about Hive, as do loads of others. I may piss off a few people, but they are a tiny minority who squeal loudly. Looking at HW Discord may get you down, so try looking out for good stuff that you really want to support. Hive is diverse, for good or ill.
I would use the word "Some" rather than "All" if ALL were doing good stuff, there'd be no need to cheat. 🤣

Opinions on what is 'good' will vary. I just checked on the biggest accounts on https://hivebuzz.me/ranking (by effective HP). They are hardly downvoting, so that is a lot of potential power that is unused. The downvotes tend to be pretty focused and the reasons for that are varied. Sometimes people just fall out.
Someone should draw up some stats on where downvotes go. It could be interesting reading. I bet a lot is dealing with stuff like plagiarism. A faily limited amount is likely to be used for just adjusting rewards where Rancho has been. That's my guess anyway.
We each get to decide what we do with our vote. That's part of the freedom of Hive. Hive has its share of social misfits who may use it for 'evil'. We have no influence over them. We have to find ways to make it all work for the maximum benefit to the majority. I think in general it does work.
