He upvotes most his comments and does short 3 word replies so he can upvote zero value items to milk rewards.
Unfortunately like many other accounts, he recycles the same topic daily since 2018. Because of this every day same exact topic posting people tend to get bored and avoid said accounts. But like I said in my other comment. The fact he upvotes many of his own brief comments is making clear he is just here to milk rewards.
