I respect your view, but if we consider that this practice has been implemented for centuries, maybe, and still we have perpetrators, I am not sure to what extent it is a solution.
I do not think it solves anything. The inmorality of the act is based on religious grounds, most likely, but like any moral judgement, it will aways be subjected to generational gaps (in most cultures, what was inmoral 50 years ago, sometimes less, it becomes accepted now).
It gets aggravated when people learn about their leaders' tresspassings. In the case of catholic countries, for instance, every time a priest abuses a minor it demoralizes the whole system, it renders priests' authority hypocritical and lame.
People do not correct destructive behavior, even when it actually damages them (alcohol, drugs, cigarretes, etc.). I think we are a flawed design. Some may fight it and persevere (we all know some virtuous people), but most soccumb to their wiring.
