Germany might be right there with you.
In the meantime the economy across the Eurozone is completely collapsing.
The southern part of the continent, which depends upon tourism, cannot weather another summer of no tourists. It will completely obliterate what is left of those economies.

If those countries will fall for this crap one more summer and not open tourism they deserve to be poor. There's not enough police force to stop everyone getting back to normal life.

I dont think it is those countries as much as the EU banning travel or the countries in the north, like Britain, locking their citizens down.

They've closed their own restaurants and there are plenty which have taken loans to survive. They could have survived with their native clients if they weren't forced to close.

Croatia did open its tourism during the summer, but there simply weren't any foreign tourists willing to risk quarantines and increasingly annoying regulations. And some of those attempts turned into PR catastrophe, like Novak Djokovic setting up tennis tournament turned into superspreader event. In neighbouring Montenegro failure of tourist season led to the first change of government in post-Communist period.
