My country is the closest thing to an established Anarchy that you could find anywhere in the world, we've lost all institutionality and laws are primarily broken by the authorities. Impunity is extremely high across the board here for every crime that you can think of, but still society naturally finds a way to moderate itself, even though security forces and public administration are completely hijacked by thugs and corrupt officials.

The lowest echelons of our society are concentrated in slums, and by far the worst environments in here are prisons. I say "lowest" only because these are the places most prone to chaos, darkness and violence, and yet, even in those contexts, people manage to find and establish crude codes of conduct that regulate behavior. It's a survival mechanism, we instinctively know that there must be some sort of order in a community for it to function at all.

Irrespective of every narrative law and order must be present so that there can be a certain kind of functionability to the human society at large. Thanks for the brilliant comment

I completely agree, @drrune. The country where I live (Mexico) is also half-way to what you described: lots of impunity, and the rich and powerful get away with anything. As for the rest of society, it's a coin-toss: you may be charged for something you haven't committed, not charged for things you have committed, and anything in between. Still, what I noticed is that in general people tend to follow "rules of decency" which may not even be written down. Waiting in line instead of pushing forward is one of these things. Sure, there are always exceptions, but they only verify the norm.

Yeah. I don't subscribe to the idea that human beings naturally devolve toward shadow and destruction if left unchecked. What I've learned and observed, is that everyone, even the thuggiest thug, yearns for peace and freedom. Some people mix things up because of their wiring, upbringing and stuff, but most of us will respond to a basic code of accountability and respect.
