I completely agree, @drrune. The country where I live (Mexico) is also half-way to what you described: lots of impunity, and the rich and powerful get away with anything. As for the rest of society, it's a coin-toss: you may be charged for something you haven't committed, not charged for things you have committed, and anything in between. Still, what I noticed is that in general people tend to follow "rules of decency" which may not even be written down. Waiting in line instead of pushing forward is one of these things. Sure, there are always exceptions, but they only verify the norm.

Yeah. I don't subscribe to the idea that human beings naturally devolve toward shadow and destruction if left unchecked. What I've learned and observed, is that everyone, even the thuggiest thug, yearns for peace and freedom. Some people mix things up because of their wiring, upbringing and stuff, but most of us will respond to a basic code of accountability and respect.
