The functions "downvote" (for the entire Hive blockchain) and "mute" (for selected Hive frontends) already exist if a user really finds a post or user undesirable. Let Hive be truly decentralized as it was intended.

Yes, I may not have worded it perfectly but my point is that it will result in downvotes, and possibly get him placed on a blacklist.
