I do believe that it will be cost-effective to store data on Hive, but the problem is about who will actually implement that functionality.
I want that functionality, coupled with file encryption for its users' privacy.

Yes. That is why it is not a good idea to store data on the blockchain for privacy reasons, and it is also not feasible to delete data from the blockchain without breaking the chain.
Even with encryption, the metadata of the data stored on the blockchain (which is public) tells a lot about the person storing the data and the data themselves. Coupled with lack of ability of people who uploaded data to delete their own data themselves, privacy is at risk.

Therefore, if the surveillance entities cannot understand the data itself due to encryption, they will be able to tell a lot about it when other facts about their targets are combined together using their very powerful supercomputers.
Those supercomputers are bought using money earned from illegally processing, distributing, and selling their users' private information. The cycle repeats, where they gather more private information and use them to earn more money for new supercomputers.
