There are some comfyui workflows that can produce 3d meshes from 2d dimensional images, of course, using inference. But... I don't know how good they are, because I haven't tried them.
Then, you'd have to rig them, normal map them, texture them, pose them, animate them, render them...

I kind of work the other way coz I can't draw x_x and if there is a tool that makes nice properly laid out and flowing topology I'd be happy to use it as I hate retopo. And rigging. I don't mind the other stuff.
