Why it's in #steemleo, why it has #hive-102930 and #hive-193552 tags?
Why it's in Korean community?
Spamming categories just because they are popular wouldn't give you an effect you are looking for, it will just annoy people because it's makes it harder to find relevant content.
Those downvotes however were mainly because of disagreement on rewards - there are some users that are voting regardless of content putting their bets on curation rewards and those votes were countered.
