I think the main reason for the low support level is likely the amount you're asking. People probably assess it relative to other work which is for things like blockchain development.
Also, I myself think that the proposals system could do with some improvements to make things easier for both proposal makers and voters. Right now things seem pretty difficult for both sides.
Historically, it’s not much more than what I’ve asked for in the past, which was accepted.
It’s also far less than what I should be asking, as far as I’m concerned. But maybe you’re right. Who knows.
