I don't really know what the benefit of the cold votes would be. Currently on peakd you get a small text stating that the post has already been paid out, and your vote won't affect the payout of the post. If you vote that post, even with 100%, your Voting Power remains untouched. In my opinion it would make the UX even worse because calling the votes hot and cold adds yet another layer of needed understanding in order to be able to vote.
The current state does not really need to be improved in my opinion, except maybe a small sentence added to the current notification that clarifies that you will not consume voting power by voting a post older than 7 days.
