Front‑ends just show the content, they don’t manage the rules or the rewards. Witnesses i think only vote on protocol parameters like HBD APR, not on user withdrawals or how front‑ends operate.
And by the way, if protocol changes were made based on whatever the crowd wants at a given moment, Hive would quickly become a playground for manipulation and bad actors.
