Here in Brazil we have a few laws called, Internet Civil Mark and that could give us some problems to, if someone tell to remove the content of the internet. Because of these laws, many apps like, Whatsapp and Facebook was turned of for a few days until they can take the content out of internet, however, with the blockchain I don't know how that could be avoid.

If Steem goes mainstream and authorities find a horde of illegal material on the Steem blockchain, be rest assured Interpol will actively seek to remove the material from the blockchain or shut the network down. Many top witnesses are public figures with very easy trails to follow already.
But that is the spirit, if the witnesses start to shut down their servers, the other people will start to come, and many of them could start an server in a place that don't have laws that forced you to take out the content, like, Paraguay and Bolivia.
This is DPoS. It's not like Bitcoin or Ethereum that anyone can drop in or drop out. It's only the 20 people with the most votes from the community that get to decide things around here.

No, it doesn't work like that. If the 15 of the top 20 witnesses stop, the entire network stops.
