President Lee held the 2nd Regulatory Rationalization Strategy Meeting at the Presidential Office in Yongsan this afternoon and examined regulatory rationalization tasks centered on the cultural, renewable energy, and bio industries, and said, "Review from the perspective of minimizing what is essential."
"What we can do before the regulatory committee is formed should be done," President Lee said. "The regulations that can be decided at each ministry level before the regulatory reform committee is formed should be decided at the prime minister level or at the ministry level."
President Lee said, "Unnecessary, excessive, administrative convenience, or 'let's block it because we don't know' should have a grand principle that we should never do that, especially in the industrial economy," adding, "The world is too complicated and changing quickly for officials to decide on regulation."
In his opening remarks before the meeting, President Lee reiterated his willingness to rationalize regulations, saying, "If risk factors can be minimized, regulations can be sorted out."
President Lee said, "The government promotes and suppresses activities in each field, but when it becomes bureaucratic, it is comfortable to exercise its authority based on existing ideas, and there are cases where it acts as a big shackle in the field."
"The other is a conflict of interest," he said. "If you freely release a lot of things to facilitate business activities, the likelihood of harming social safety and public safety or security increases. What's important is the government's role, and if there's a conflict of interest, wouldn't it be important to adjust it well rather than regulate it?" he said.
President Lee said, "I don't want to ask you to stop me from putting in the intestines because I think I will get some maggots. We need to thoroughly supplement the intestines and eat the intestines well. The same goes for regulations."
"In the future, the cultural sector, including the renewable energy and bio sectors, will be greatly promoted to the industry, and if there is an obstacle to it, we should listen to the story of the field sufficiently and remove the risk factors as much as possible while allowing us to freely demonstrate creativity," he said.
Yoon Chang-ryul, head of the Office for Government Policy Coordination, announced the necessity and immediate task of rationalizing regulations to foster and support key industries at the meeting.
Director Yoon specifically said, "In order to revitalize the bio industry, there are many tasks to be solved, such as lack of investment in R&D, complex licensing, and technology gaps in advanced countries," adding, "The U.S. is providing considerable support, such as shortening the approval period by allocating a dedicated FDA team from the early stages of developing a treatment for rare and severe diseases through an innovative new drug license system."
Regarding the cultural industry, he said, "Excessive dependence on overseas platforms, export markets concentrated in Asia, and regulations on old broadcasting advertisements are homework to overcome," and regarding the bio industry, he said, "Active efforts to resolve conflicts among stakeholders, resolve economic rigid regulations, and diversify supply chains are needed."
Ministers from the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture, Food and Rural Affairs, the Ministry of Health and Welfare, the Ministry of Climate, Energy and Environment, Small and Medium Venture Business, the head of the Cabinet coordination office, the first vice minister of the Ministry of Strategy and Finance, and the head of the Ministry of Food and Drug Safety attended the meeting. Moon Jin-seok, deputy floor leader of the main opposition Minjoo Party, was present at the party.
About 40 people from the industry, including SK Biopharmaceuticals, Lucas Bio, Eco & Partners, Energy and Space, Korea Zinc, Emerging Companies, BA Entertainment, KC Ventures, Naver Webtoon officials, and others attended.
