Chung Chun-saeng of the Cho Kuk Innovation Party urged the restoration of the foreign affairs bureau, saying, "How can we cooperate with Cambodia and investigate when there is no professional investigative manpower?"
He also pointed out that many of the existing foreign affairs personnel were deployed as the newly established mobile patrols at the time, but the effect of preventing and deterring crimes was insignificant.
Rep. Wi Sung-gon of the Democratic Party of Korea criticized, "The abolition of foreign countries cut off international criminal investigation experts and weakened the overseas criminal cooperation system," adding, "In the end, the Cambodian case was created due to the regression of the function of protecting foreign citizens."
Rep. Yong Hye-in of the Basic Income Party also said, "We need to restore the ability to protect overseas citizens that President Yoon has destroyed."
Acting National Police Agency Commissioner Yoo Jae-sung responded to calls for restoration of foreign countries, saying, "We will prospectively consider reorganizing the organization."
However, he said, "The personnel in charge of foreign affairs have been distributed by work," explaining that counterintelligence work was deployed as a security investigation function, and some of the investigation personnel for foreign affairs crimes were deployed as criminal maneuvers.
Regarding the post of high-profit employment fraud, acting Yoo said, "We are monitoring job search and job search sites by deploying 20 teams and 100 people from the cyber investigation team of the provincial government."
The Cambodian Official Development Assistance (ODA) budget, which was significantly increased by the Yoon Suk Yeol government, was also controversial.
Rep. Kwon Chil-seung of the main opposition Democratic Party of Korea criticized, "There is no such thing as a desperate cry. How can it make sense that we can't even receive cooperation for investigation while providing tremendous support and assistance?" "South Korea is the No. 1 country in aid to Cambodia. Be confident and establish a cooperative system. If cooperation is not successful, it is dereliction of duty."
"We need a whip related to the ODA project, but we also need carrots," said Yoon Gun-young of the same party. "We need to strengthen the network by giving ODA to the police, not giving ODA to Cambodia, but there is only one ODA (with Cambodian police) in five years."
Some suggested that an international cooperation 'hotline' is needed.
Lawmaker Yoon Gun-young said, "If you go through the embassy and move around, you have to go through five stages," and emphasized, "The opening of a hot line is important in the overseas national air conditioning system."
Rep. Chae Hyun-il released the voice of the victim's family.
When I reported it to the local embassy, he said, "I have no choice but to wait. If there is no video or solid evidence, Cambodian police will not appear."
Rep. Chae criticized the police for taking a "backward response," saying, "Although reports in Cambodia have soared since last year, the South Korean police were nowhere else."

(서울=연합뉴스) 이동환 정윤주 조현영 기자 = 17일 국회 행정안전위원회의 경찰청 국정감사에서는 윤석열 정부 시절 외사국 폐지 등 조치가 '캄보디아 사태'의 원인이 됐다는 지적이 나왔다.
더불어민주당 등 여권은 2023년 경찰청 외사국 폐지가 국제범죄 대응력을 약화시켜 캄보디아 내 한국인 대상 범죄 급증세로 이어졌다고 질타했다.
경찰청은 2023년 1천100명 규모였던 외사국 인원을 대폭 줄였다. 현재는 경찰청 국제협력관실 소속 49명이 국제공조 업무 등을 하고 있다.
조국혁신당 정춘생 의원은 "전문성 있는 수사 인력이 없는데 어떻게 캄보디아와 공조하고 수사하겠느냐"며 외사국을 복구시켜야 한다고 촉구했다.
또 기존 외사국 인력들 상당수가 당시 신설된 기동순찰대로 배치됐지만 그로 인한 범죄 예방과 억제 효과는 미미했다고 지적했다.
더불어민주당 위성곤 의원은 "외사국 폐지로 국제범죄 수사 전문인력이 단절됐고 해외 범죄 공조 체계가 약화했다"며 "결국 해외국민 보호 기능이 퇴보해 이번 캄보디아 사건이 만들어진 것"이라고 비판했다.
기본소득당 용혜인 의원 역시 "윤 대통령이 망가뜨린 재외국민 보호 능력을 복원해야 한다"고 말했다.
유재성 경찰청장 직무대행은 외사국 복원 요구 등에 대해 "조직 개편을 전향적으로 검토하겠다"고 답했다.
다만 "외사 담당 인력들은 업무별로 분산이 됐다"며 방첩 업무는 안보수사 기능으로, 외사범죄 수사 인력 일부는 형사기동대로 배치됐다고 설명했다.
유 직무대행은 고수익 취업사기 게시글과 관련해서는 시도청 사이버수사대 20개 팀, 100여명을 투입해 구인·구직 사이트 모니터링을 하고 있다면서 "필요한 부분은 수사를 착수하고 삭제·차단 조치를 하고 있다"고 설명했다.
윤석열 정부에서 대폭 늘어난 캄보디아 공적개발원조(ODA) 예산도 논란이 됐다.
민주당 권칠승 의원은 "호구도 이런 호구가 없다. 엄청난 지원과 원조를 해주면서 수사 협조도 못 받는 게 말이 되느냐"며 "한국이 캄보디아 원조 1위 국가다. 자신감을 갖고 협조 체계를 갖춰라. 공조가 잘 안되면 직무유기"라고 질타했다.
같은 당 윤건영 의원은 "ODA 사업 관련 채찍도 필요하지만, 당근도 필요하다"며 "캄보디아에 ODA를 줄 게 아니라 경찰에게 줘서 네트워크를 강화해야 하는데, (캄보디아 경찰과의) ODA가 5년간 1건밖에 없다"고 지적했다.
국제 공조 '핫라인'이 필요하다는 제안도 나왔다.
윤건영 의원은 "대사관을 통하고 이리저리하면 5단계를 거쳐야 한다"며 "해외 국가 공조 시스템에 있어서 핫라인 개통이 중요하다"고 강조했다.
채현일 의원은 피해자 가족의 음성을 공개했다.
현지 대사관에 신고했더니 "기다릴 수밖에 없다. 동영상이나 확실한 증거가 없으면 캄보디아 경찰이 뜨지 않는다"고 안내했다는 내용이었다.
채 의원은 "작년부터 캄보디아 내 신고가 급증했지만, 대한민국 경찰은 그 어디에도 없었다"며 경찰이 '뒷북 대응'을 하고 있다고 비판했다.
