Shoplifting has traditionally been treated as a low level crime that doesn't really matter that much, something businesses can just sort of scuk-up and a low level crime with not much of an impact.
fun fact, or at least in some countries, they price theft into the costs of things so it's sort of like a tax for non-stealing people! What a fun world we live in.
That might explain the cost of disposable razors!
