Sure. The @randowhale belongs to the user @berniesanders / @nextgencrypto. He is a whale who abuses his voting power by randomly and erratically flag other users content. He claims to do that to improve the quality on the platform, but the truth is he is driving away important users, he creates uncertainty and most importantly, he enacts censorship. Steemit is supposed to be a place without censorship. I have written an extensive post about this issue.
The most of his power comes from the money he makes with his upvote bot and he also has strong support by @themarkymark, who owns the @upmyvote bot. Both users bernie and marky are destroying the platform with their behaviour, which is why I and others have come to the conclusion that their business here on Steemit must be curtailed to a level where they have to think twice if they want to flag content.
I don't want to drag you into this or flag you without serious reason. That's why I contacted you. Feel free to use other upvote bots, but if you use one of the two mentioned ones again, you will be flagged.
from what you say there is they use their vote democratic as they please.
Democracy is when you do what you want and nobody can tell you otherwise, and if they tell you otherwise you don't care and I believe this issues will be resolved by users in the future as it will keep happening as people are people and they disagree always.
