What is the Congressional Citizen Model?
How can 'every' U.S. Citizen be employed and provided health insurance?
Let's leave some things behind before we start.
A spectrum of ability and intelligence is shared across the United States of America.
Some have more ability, while others have more intelligence, some have intelligence and ability, some display little of both.
There is a notion swamping about that a number of U.S. Citizens do not have, currently, effective cognitive ability to take care of themselves. And, therefore should not share in the processes that form and fill the offices of the U.S. Government. The solution to these woes is merely a matter of time, investment, and education. Suffice it to say, currently, there are a number of citizens that have been under-served, under-educated, and under arrest; making their participation in society tenuous at best.
Another obstacle is money, isn't it always.
Who and how will we fund the employment of EVERY Citizen? Who's gonna pay? For now hold off on judging this idea as unworthy because CURRENTLY they would be unfeasible and severely underfunded using our current financial system.
Let us proceed:
Petition State Legislatures(or protest) to gerrymander current electoral districts.
Redistrict into Tax Payers/Households.
Districts are held within the body of each citizen, where the citizen travels, their district also travels.
Family's with Head of Household are considered 1 district (1 Vote + .25 for each child under 18).
18 year olds who are paying Tax are considered 1 district.
Dismiss the current Congressional body with a thank you and a farewell.
Process former members into newly formed congressional districts.
Induct every eligible citizen into Congress representing their own district.
When an adult citizen becomes eligible they are inaugurated into lifetime terms.
Death can only separate a citizen from their district.
When a citizen marries another their districts are combined into 1.
Payment for congressional services rendered are applied according to individual citizen participation.
It benefits citizens financially to stay well informed and active in the legislative process.
Per diem for participation is paid through tax revenue.
Technology will aid in attendance and participation, education and administration.
A congressional website, based on Facebook model, with private information viewable by each citizen, provides each Congressional Citizen with 24-hour access to congressional information and services.
Public information, such as voting record, will be accessible to all.
Exams covering proposed legislative measures are paid according to proficiency.
Citizen proficiency is calculated and applied to their vote.
If a Congressional Citizen scores 80% overall on proficiency exams(per legislative measure) their vote is reduced by 20%. (1 vote * 80% proficiency = .8 voting power)
If a household district with 1 child scores 80% on proficiency exams their household vote is reduced by 20%. (1.25 vote * 80% proficiency = 1 Voting power)
Citizens with 60% proficiency or below are offered classes and educational opportunities to better their scores.
A quorum of 60% congressional citizen participation is required before any vote can be taken on any measure.
Participation and attendance is calculated via technology.
Free Healthcare benefits are given to all eligible, registered, and participating districts.
Education programs for youth citizens will start at 2-years old
Preliminary results will be noticeable in about 10 years
For citizens who do not wish to participate will be removed from their congressional voting roles but still be considered apart of the district system.(Still have access to Health care although with copay)
Now, how are we going to pay for this?
Real Taxes on business most especially derivative speculation.
Taxes on the Federal Reserve.
Taxes on the Military Industrial complex.
Taxes on lobbying.
All taxes are subject to congressional oversight.
The net amount of taxes will be placed in a congressional fund that can be doled out for whatever reason by a 60% quorum vote.
If the sum of total tax revenue is $1 trillion, then each congressional citizen will receive a portion of this as income, free healthcare, per-diem allowance, ... etc.
Companies who receive Corporate Welfare will be decided by Congressional quorum vote, per annum.
Corporations that are subsidized will be accessible to all congressional members.
If Nestle receives reduced taxes then all congressional are entitled to a reduced price on all nestle products.
The Congressional Citizen model as it has been described will only work if each and every citizen is invested in it, educated to use it, and given the tools and access to succeed.
This is a working idea and should and will be altered as necessary.
