I don't recall if you ever interacted with @stevescoins, but he was studying to work in some role in law enforcement/intelligence juristry, and he recommended certain tools that made OSINT research more productive. Perhaps a gander at his back catalog might prove useful to you. I am convinced he has passed, of cancer, and miss his discipline and extensive posts regarding his education for his envisioned role and career. Your own instincts and superlative intellectual competence at attaining and employing OSINT might benefit had you the opportunity to work with him.
I was, and remain, incapable of employing such tools and attaining such skills, being focused on productive capacity to ditch dependence on our enemies, which is and will continue to outstretch my competence already.
