There is definitely a problem and I personally feel that Steemit will need to get rid of flags/downvotes (except for true TOS) Violations or it will not grow to become a major player. There is a reason both FB and Instagram does not have a "Dislike" button and have Block Button which is much needed here.
When people use a site they want to have fun not get attacked or harassed at least when that happens on FB and IG you can block the person. So such open here. Only mute which let's someone continue to harass you just you can't see it but I think everyone else still can.
The more open-minded, artistic and NSFW crowd need to start supporting each other more to counter the puritans that have banded together to attack.
