Yep it's exactly that. In China they are implementing citizenship loyalty points and I heard similar thingsa re coming to Canada too:

I don't but many people will. They will make it totally user friendly and comfortable in the form of a mobile app. Same thing with that credit rating stuff in China, they will give people credit breaks for being loyal citizens.
