No I don't think so, but it largely depends on why you're laughing at the person.
If someone embarrasses themselves or does something funny then I don't see any reason why you can't laugh at them, as long as you aren't doing it to mock them.
But if you deliberately laugh at a person to make them feel bad then you're indeed insulting them.

Well it depends on the situation that made the person laugh at someone,for example if someone failed an
exam and you laugh at that person then it would be a form of insult to that person because laughing at them
in such situation shows that you are mocking them and that is not a cool thing to do but there are situations
whereby you can laugh at someone jokingly concerning a matter that is not serious...
