Government or organization leaders are needed to make a directional trend for the followers. For example FEC changed the interest rate to control the flow of US dollar. They can make US dollar stronger or weak whatever they want. This can be called economic policy too. They decided based on the current economic situation. They decided based on where should the investment go. They are professionals and got a lots of salary per year.

If this were to be happen in some other countries the result will be very different. For example immigration department is very important to check the status of every citizens. But if you did not pay under table money they just neglect it but if you pay money they will give you status of a citizen even if you are not qualify to do so. There are many example like this. You can even escape from hands of police if you pay money to them even if you did a very heavy crime. They will call you Sir and you can live in the public openly.
I think this is the conflict of interests. The conflict of interest between government and the one who actually did the job, officers and civil servants. They did not interest what will happen because of their wrong doings. They only care about themselves and their families. This is very ridiculous. Money laundering should be eliminated to reduce this problems. All of their money need to pass through online and checked by the third party company.
