It's just that you, I, and everyone else IS NOT the target.
Q has posted numerous times about disinformation being necessary. Not because the aim is to misinform the people paying attention, but to give information that the targets will read, expecting a certain move forces them to make a counter move.
Also, since so much of the information war never touches headlines, there's no real solid accounting of what was good vs bad "predictions"...
Like in chess, just because you make a move that puts a piece at risk does not mean that there ever was the intention to take the piece, but to force the opponent into protecting that piece, which opens up the defenses for the real attack.
