Already in the 21st century we live in a globalized and convulsed world, full of people; millions of people living in different nations each with their problems and needs. Governments invest large sums of money in order to mitigate the shortcomings of the impoverished masses. China and India with 1.34 and 1.1 billion people respectively, each are the nations with the greatest number of inhabitants on our planet. It is estimated that by the year 2032 the Chinese economy will be the world's leading economy. By the year 2050, India will displace the Asian giant, above European powers.
Venezuela currently has about 38 million inhabitants. Since 2014, it has been experiencing a serious economic crisis as a result of the drop in oil prices. Before this or any economic scenario, our country and any nation in the world, you must manage your wealth in the best possible way. The first element of the Administration is Planning. The theory tells us that this tool is a process aimed at achieving objectives through the implementation of a generalized policy; that is, a collective praxis in which the subject acts on the object for a certain time.
National, regional and local governments; they are chosen to solve the problems of the people and generate the wealth that allows the country to advance in the correct and efficient administration of the resources acquired by the state, whose main purpose is to satisfy the needs of citizens and promote the development of the nation.
Venezuela being a single producer country, and seen the world oil scene, revenues have been declining strategies, plans and projects raised by the state. Due to this, in the management of resources and satisfaction of needs, it is necessary a correct planning and adequate public management.
The planning must then be familiar with the social development that accompanies the evolution of organs of public administration associated with a projection, trajectory and future direction, of course in Venezuela the state in the exercise of its functions deserves planning for the achievement of its purposes , or so we dreamed all Venezuelans, to see light at the end of the tunnel.
