If you decide to pretend HBD is worth half of its Hive value at the time of snapshot, you cannot go too wrong (regardless of the actual algorithm you use as long as it is anything remotely sensible). People holding HBD won't get as much as they think they "deserve" but they still get more than zero. That sounds like an improvement to me.
You can even assign 60% of the estimated value instead. Or higher?
