Being able to see something in no way makes the observer responsible for the behavior. Just because God sees that people will make bad choices does not mean He created thwm to go to Hell.
And anyway, I don't think hell is a forever sort of place. People go there when they choose to turn tgeir backs on God, who wants to heal them.
