Hi doggodfroglog! I'm not sure about all your questions, but I might be able to help a little?

You might not be on this list because you got voted on by a different SBI account. Since they have so many members, there are sbi2, sbi3, sbi4, etc. - and you'll only show up on the lists from the account(s) that voted you in the past several days. So like, maybe you got voted on by sbi4 instead of sbi 3, in which case you'll be on that list and not this one. Does that make sense?
This list is showing who the sbi account voted on, not who voted on the sbi account, so it's not about how small your steem power or any other staked token is, it's entirely about how many shares of SBI you have and which of their accounts drop you an upvote (which can change with time - one week maybe it's sbi2, the next week maybe it's sbi 5. And if you have lots of shares, maybe you'll get some votes from multiple sbi accounts in the same week).
A way to check how many shares you have, and how many bonuses you have from voting on SBI posts, is to type !sbi status
...in a comment. You'll see mine pop up below my reply shortly.

For the second part of
While we provide a reciprocal (and then some) upvote for the Steem votes, the addition of Scot tokens into the mix makes the whole thing vastly more complicated. We are using the airdrops that we have received to provide a little extra Scot value to our members, but we are not trying to calculate reciprocal return if the votes we receive include Scot value.
